His fiendishly diabolical plan is to administer a... test! But, not just any test... an English proficiency test! Then -Yo and only then - will Rudy give them their citizenship. Remember Desi Arnaz' laugh in the "I love Lucy" series, I loved his laugh HAAAAAH HAH HAH HAAAAH HAH!
Rudy's plan will surely deter the millions of prospective illegal aliens who'll come here for the next amnesty! People will not dare breach our defenses for fear of having to sit a proficiency exam! Rudy is truly a great genius and the thinker of our time!
